北湖风景旅游区北湖风景旅游区开发于1985年，景区面积21平方公里，常年水面面积11平方公里，14公里长的湖岸线上有粗壮浓郁的湖岸林，茂密的芦苇、红柳、毛腊等野生自然植物，春秋之季吸引着黑颈鹤、大小天鹅、疣鼻天鹅、黑颧、丹顶鹤、白鹭、野鸭等30多种国家—、二级保护动物，为生态旅游提供了得天独厚的条件。北湖位于石河子以北15公里处，石莫(石河子一莫索湾)二级公路依湖通过。在市内每20分钟对开一趟的公交车，20分钟即可到达旅游区。便利的交通设施给北湖的旅游开发带来了无限契机，北湖正以其清新脱俗的自然风貌、优越适中的地理位置、独—无二的军垦文化和与众不同的民族风情，吸引着大批区内外乃至国外的游客和客商前来观光、考察，是不可多得的度假旅游、投资经商的—块宝地。几年来，北湖风景旅游区的开发一直遵循“有效保护、合理开发、充分利用”的原则。正确处理经济、社会和生态效益三者之间的关系，着眼于旅游长远的发展，先后聘请了专家和设计部门多次进行考察、规划、论证，最终编制了北湖总体规划，基本形成北湖中心区、儿童游乐区、 民族风情区、 自然保护区、水族馆区、桃花园景区、湖滨游泳区等几大景区的规划框架并得到国家的批准。北湖风景旅游区利用地方财政基金3000余万元，2000年经国家批准，投入国债资金1100万元，建成10公里长的环湖公路、10000平方米的停车场，改善了旅游区水电暖以及通讯等基础设施，已建成新疆最大，占地6万平方米的沙滩浴场，成为新疆旅游区的一大亮点。由于北湖风景旅游区的合理开发和建设，2001年被评为国家aa级风景区，被国家水利部命名为首批18个“国家水利风景区”之一，北湖风景区已形成初具规模、颇具特色的集食、住、行、游、购、娱为一体的旅游度假胜地。作为石河子对外开放的窗口、经济腾飞的”—翼，北湖的开发已得到市委、市政府的高度重视，提出了“谁投资、谁经营、谁受益”的方针，鼓励客商来北湖投资创业。此外，市委、市政府还允许北湖旅游区享受国家级经济开发区的税收、土地、金融等优惠政策。因此，无论是从生态环境、基础条件还是优惠政策等方面都为有意北湖旅游业的开发提供了良好的投资环境。北湖旅游文化节是石河子人民为纪念中国人民的伟大领袖毛泽东而自发形成的民俗节日，已有近的历史。1966年7月16日，73岁高龄的毛泽东，在武汉畅游长江，鼓舞了整个中华民族。石河于是毛泽东“屯垦戍边”思想的结晶，毛泽东思想不仅造就了一代屯垦戍边的战士，也鼓舞着新一代军垦事业的接班人，石河子人民对毛泽东有着极深的感情，在毛泽东主席去世后的第二年，即1977年7月16日，便有不少人自发地来到北湖举行纪念活动，缅怀这位伟人。此后，纪念活动—年胜—年，近年， 日游客量已达3万人次以上，高峰期曾达4万多人。现已成为新疆境内唯一的一个集文艺、旅游、水上-运动与休闲娱乐为—体的大型文化节日。
