基本建设前期工作项目经理负责制重点项目建设前期工作的任务、内容、进度落实到项目经理的领导责任制度。这一制度是中国在1983年编制第六个五年计划建设项目前期工作计划和第七个五年计划重点项目前期工作计划时开始正式执行的。项目经理的主要职责是：①组织可行性研究报告和设计任务书的编制，对该项目在技术上是否先进、可行，经济上是否合理，资源是否可靠，产供销是否平衡，协作、配合条件是否落实，进行科学论证，为国家对该项目建设决策提供正确的依据；②组织或监督初步设计的编制，制订项目的前期工作计划，报主管部门审批后实施。项目经理的主要权力是：①挑选或聘请项目的总工程师和经济师作为助手，独立公正地进行技术和经济分析，制定方案，并对工作成果的科学性、准确性承担责任；②支配和调剂该项目前期工作的资金，参与主管部门解决该项目外部条件的工作；③建立前期工作的各种责任制。项目经理必须遵循的原则是：从实际出发，按基本建设程序办事,以提高经济效益为中心,在技术经济比选中，注意采用成熟的新技术、新工艺、新设备、新材料。项目经理一般从项目主管部门的司局长、总工程师、副总工程师，或从各省（市、自治区）主管该项目的厅局长、总工程师、副总工程师中挑选和任命。大型企业的技术改造项目经理，除在上列范围挑选外，也可由该企业的总工程师、副总工程师或副厂长担任。建立基本建设前期工作项目经理负责制，是由前期工作本身的技术和经济特点（时间长、环节多、工作量大、涉及面广、复杂性强）所决定的。实行项目经理负责制，有利于加强重点建设前期工作，明确责任，事有专责，避免决策失误，使每项工程都做到质量优、工期短、投资省、效益好。
