“李－阿舰队”舰船19世纪中期，中国接连发生了太平天国起义和第二次鸦片战争，传统旧式水师的落后无用，在战争中暴露得更加彻底了。为了迅速镇压太平天国运动，在第二次鸦片战争结束后，清政府就开始准备向西方购买新式兵船。1861年，清政府委托英国驻华公使卜鲁斯协助购买军舰，卜当即推荐了时任代理中国海关总税务司的赫德参与办理，赫德出于个人及英国的利益考虑，在购舰上表现出了异常的热心，但由于经费以及议论不齐等问题，清政府迟迟不能下决心。同年底，太平军在李秀成指挥下，接连攻克杭州、宁波等江南重镇，海内为之震动。恭亲王奕訢紧急上奏，请求速购兵船，在严峻的形势逼迫下，清政府仅用一天时间，就作出了以往争论了5年都未能下定的决心，外购兵船。1862年，赫德和清政府商定了购买中号、小号兵船共7艘，一共需银65万两，并函请在英国休假的总税务司李泰国具体承办购船事宜，李泰国认为这是控制中国军队的大好机会，在英国政府的支持下，挑选了曾参加过鸦片战争的英国海军上校阿思本为舰队司令，公然把舰队命名为“英中联合舰队”，舰队全由英国官兵操纵，并擅自为军舰命名和制订海军旗，而且规定舰队只接受中国皇帝和李泰国二人的命令，李泰国还有权决定中国皇帝的命令是否有效。这支几乎是李泰国私人部队的舰队，史称李泰国舰队、李－阿舰队。由“北京”等6艘军舰以及1艘军辅船和1艘小艇组成的李－阿舰队到达中国后，大出清政府的意料，这支不受控制的舰队是军政大员们无论如何也不能接受的，在经过反复争辩后，清政府决定将这支舰队一卖了事，中国外购近代军舰的第一次尝试就这样在无奈中结束了。
