纳什平衡非合作对策中所有对策人都根据各自的信息选择策略，力图使自己的目标函数达到最大的一种平衡解，由经济学家J.纳什提出。非合作对策又称纳什对策，其前提是对策人之间不能预先作任何约定或结盟。设共有N个人,以xi和Ki分别代表第i个人的策略和目标函数。若为纳什平衡解，则对于i＝1,2,...,N,它必定满足下列条件： 这个条件表明任何决策人单方面偏离平衡决不会给自己带来好处，但并不表明采取多人合作的行动不可能使大家都得到好处，而这正是被非合作的前提所排除的。以囚犯两难问题为例来说明：甲、乙两名卷入同一案件的囚犯被隔离审讯，并被告知以下政策：若他们都能招供罪行，则各判 5年刑：若一人顽抗、一人招供，则立功者立即释放而顽抗者判刑十年；若两人都不招供，则由于缺乏证据，对两人均处以囚禁一年的轻刑。下表是两人分别采取顽抗和招供策略所得到的全部结局。按照纳什平衡解的概念，若甲招供，则乙的最优策略是招供；若甲顽抗则乙的最优策略也是招供。同理，不论乙如何选择策略，甲的最优策略也是招供。因此这个问题的纳什平衡解为两个囚犯均采取招供策略，即结局为各判刑5年。由于互相隔离,使两个囚犯未达到共同顽抗的较好结局，即各判刑一年。此例说明联盟可能使两人都得到好处。但由于非合作的前提，任何联合行动的约定都可能被追求个人目标的自私行为所破坏，因而是不稳定和不可实现的。尽管这一矛盾表明了纳什平衡解概念的缺陷，但在许多场合，它还是适当的和有用的。
